Professional tax not remitted since 10 yrs Professional tax not remitted since 10 yrs

Govt approved contractors are not remitting their professional tax to local bodies since 10yrs. This is huge financial loss to local bodies. Concerned authorities also not take action. Can I complaint to the authorities by e Mai and file PIL. Is e mail complaint admissible in court of law. Kindly clarify sir

A.Dear Sir,
You may get file public interest litigation petition (PIL) in High Court.
