regarding mother property regarding mother property

Dear sir my cousin(sister)'s father died when she was 10 years old(now she is 19).her mother married another person .a baby boy was born(current age is 12 years).her mother had a land property whose value is 40 lakhs (now) registered in her mother name. But recently 20 days back her mother also died.my cousin's step father wants to marry another lady by neglecting my cousin .
question is.......can my cousin get any amount if that property is sold for 40 lakhs.
if she can get, how much she can get ?
can her step father sell the property without signature of my cousin ?.
how to proceed legally to get the 40 lakhs(if the property is sold) ?
and how much can she get?

A.Dear Sir,
Ask your cousin to immediately file a suit to get her property or amount which belongs to her mother.

A.1. after the death of the mother, she (your cousin) is the legal heir of the property registered in the name of the deceased,
2. she is advised to file a suit claiming her share of the property with an application to restrain the step-father to sell, alienate, transfer, mortgage, charge the said property,
