Builder says land is Panchayat Khata(9/11B) and soon it's going under BBMP limit. what does it means ? is it safe to buy ? what is pros and cons of this property ? Can we convert panchayat khata to A

Panchayat limit properties with khatas are also A khata if you have Form 9 or Form 11A associated with the property. This 9/11A khata is better than B khata in BBMP. Especially if the location in panchayat is within 1km of bbmp and is a good area, you can go ahead and buy it. 11B is equivalent of B khata in panchayat.
Similarly, in BBMP do not buy flats which deviates from plan, as the property then will become B khata.

1. Yes it is better to wait till the registration day to pay all the amount to be on the safer side. If the seller is bearing the interest so will the buyer do without getting the possession and registration.
