See filing a criminal case for non payment is not a good idea as that will not help you to get the money but in the worst case the other party MAY get in prison but very rare.
For payment of due amount you will have to file a civil case and recover the money. So, you can start with sending them a legal notice first then followed by a civil suit.
Also You can initiate ODR- Online Dispute Resolution process.
