Firstly you need to check your agreement with your developer/ builder whether there is any terms and conditions regarding electrical meter and whether you can take separate electrical meter or not.
If there is a specific point regarding that then according to that you need to have e a conversation with the builder or secretary of your society.

Firstly explain the scenario to your husband. If required keep recordings of such actions. Speak to other family members, who can really help you. If all these doesn't work you have to lodge a complain under Section 498a, an FIR against your MIL,this might ruin your relationship with your husband.
