A. your fundamental are wrong.
if you approach police, the FIR reaches court and case gets registered.
If you File a criminal case and get them imprisoned then also it is fear of arresting only means police.
online complaint is same as normal complaint.

If it is clearly established that your household is causing disturbance to your neighbors, they can file a suit for nuisance.
The easiest thing to do at this stage is to apologize to them for the inconvenience so that they do not call the police, and assure them you will not repeat it.

A. civil suit for recovery of money can be filed only within 3 years.
if you loose criminal case then how you will win civil case afterwards ?
police can arrest absconding people.
cheating punishment is upto 7 years and fine or both.
