You can call the police and complain to them directly. That should do the trick. But if that does not work, you can file a case against them under S.290 of IPC.

If the neighbour has put the CCTV camera (with the voice recorder) in his premises then you or anybody else will have no rights to say anything to him as he has fixed that in his premises. But supposes his intention is to just record your movements and voices very close to our house only for you, then it will should not be allowed.
