You may move application before marriage registering authority for corrections with supporting affidavit and documents. If such authority refused then you may approach either Higher Authorities or High Court for appropriate directions.

Yes you must get NOC or else at least you must intimate them and wait till their positive reply. Otherwise you have to go appeal before the Deputy Registrar and then to Civil Court etc.
