Complaint against un-registered residents welfare association Complaint against un-registered residents welfare association

I am owning a flat in an apartment since Aug. 2016 and it has no RWA but unregistered RWA is collecting money in the name of maintenance since Sept. 2016. They are neither giving the receipt nor giving audited financial report since beginning. They are not initiating the procedure for registration of Association. When questioned about their their legal identity, they threaten the residents. The transaction as on date is beyond Rs. 24 Lacs. Please tell me how to take up this matter legally.
