MOney recovery from freelancer

I have hired website developer for my business.
I paid him advance of INR 15000.
its been more than 10 days he has not shown me anything related to website and he was supposed to deliver within next 5 days.
He is constantly saying i m busy, i m here there, etc.
How can i recover my money back ?

A.Almost website developer take time 30-45 days depend on website design after then file the case in consumer court.

A.You may send them legal notice as soon as possibale
