Machines Purchase cheated

Dear Sir/Madam I am Elumalai, residence at Chennai, kodungaiyur. I lai, residence at Chennai, kodungaiyur. I plan to start a business 7 months back and I ordered machine to one of the supplier in Chennai (snow Wash). I have given order on December 2019 and ask to deliver on January 2020 but he fail to deliver (even he didn't show the machine to see, I doubted whether he manufacturers or not) & I waited for two more months till March end (before lock down). So I cancelled my order and asked for refund he said that he will return full amount and he returned partially 10% amount. My problem is, he is delaying the refund may be 3 to 4 months, is there is any way for me to get the refund earlier because I am paying the interest for that money. If I raise any complaint or case will it help? Or requesting supplier is the only way to get refund sooner?
