Car loan NOC

I have completed all my EMI's and outstanding related to my car loan account in the year 2014.I have made an application to bank to provide me my NOC.But due to my severe illness i am unable to reach Bank and have my NOC.It was almost 6yrs I am not in touch with bank,but I have all documents related to car loan closing except NOC.Since it has been long time bank manager have already changed.Now the bank manager is dening to issue me the NOC.What to do?How to get my NOC?

A.Take a written from bank manager why not issue noc then go to the higher authority of the bank
