Earned leave encashment

I have worked in private college for 15 years and resigned as I have got a govt job. My earned leave encashment have not been paid by employer, it's almost 12 months now
A.Approach the Labour Commissioner or Tribunal or High Court.

A.Issue notice through Regd. Post Ack. Due to the concerned college demanding your entitlement, mark copy to Registrar of concerned University.
Followed by filing civil and criminal cases against the management.
