1) What are the Legal/Financial document required during housing society formation and who should provide all this document?
2) Is builder's responsibility to give all electricity meter,water meter on society's name after society formation?
3) Is builder liable to pay property tax, NA tax of housing society before completion certificate?

A.1) Sorry to say that you have NOT mentioned from which city you want to form the society as the process slightly changes as per the jurisdiction, 1st get all the papers that the builder is willing to give. Also request you to appoint a Property Lawyer for the same.
2) NO, Builder will give only letter of consent & NOC give all electricity meter,water meter on society's name after society formation
3) YES, builder liable to pay property tax, NA tax of housing society till the date of Handover of the Society. Generally they don't pay & escape it.
4) Also If your building has LIFT then take the maintenance certificate of lift , it is valid for 2 years, even from the end date of the contract
5) Don't employee any of the builders men for cleaning & security etc.
6) Has the builder given you the Conveyance deed in societies name & See what type of water connection he has given from municipal corporation
7) If he has sold / allotted the fixed/ stilt/ open parking get the numbering Chart from the builder along with the flat number
8) Make sure he has completed all the interior & exterior works & no leakages etc.
