Regarding reignation due to partial payment

I am working in an educational institution as Assistant professor for past 9 years.I have been paid only 50% since lockdown. It is very difficult for me to run the family, so i tried for new job and got the job as well. How to proceed my resignation in the current organization?Normally i need to give three month notice period. Will these condition will work during these pandemic?
Also i have signed a bond till 2023 . So pls help me how to go about it.
