Builder is asking 18% GST for issuing GPA

I purchased a flat from builder in Nov 2018 of 30 lac.
After paying full amount and taking possession in Jan 2020, he is asking to pay 18% gst for issuing gpa and denying for NOC for name change in electric meter.
It is nowhere mentioned that gst is excluded or included in flat amount in my contract.
Please help in this whether I have to pay gst or not.

A.Dear Client,
Consult a Property and Tax Lawyer in this case.
Usually Gst for Property is less like 3% only to my own knowledge.
Give a legal notice if not ok file a case in nearby police station if he is not ok.
Then approach the court.
