IS SERVICE RULE AMENDMENT CAN BE APPLIED RETROSPECTIVE IN ANY GOVT. JOB ?

A service writ petition over the matter of non possession of minimum educational qualification by the candidates is pending in the high court of Uttarakhand for the past 3 years and now recently the amendment has been done in the service rule of the post. This amendment has made the candidates (who has filed the petition), eligible for the post. Now can high court ask & order the government to apply the amendment retrospective so that the candidates get the job?
