Promissory note case

My uncle has got court garnishee notice on gratuity and pension accounts against promissory note decree. actually we do not know who was decree holder . We have not been seen till. His lawyer has managed total case. how draw out decree holder?. Can we transfer this case to high court of AP ? Please help give any lawyer for solve this case

If you are not aware of the transaction then receive the notices from the court and file a Petition in Highcourt to suspend the order
