Not getting noc from the society for new meter

Hi its aayaat i have a shop in a building my mom is the legal owner of the property we have got the the agrement from the builder only before byilding registered. Property tax also comes on my mom,s name we have paid the registeration and stamp duty amount also i want to apply for a meter coz shop doesnt have meter but society secretary not giving noc for new meter he says he cant issue noc since u have not paid the transfer amount he says builder sold ur shop to another guy earlier so u must transfer first but he doesnt have any paper of that owner even the shop is in our hand for last 12 years but there is no issue. So what can we do in this case has the right to keep us away from our basic need of electricity. And he takes maintenance from us regulary.kindly guide what i can do
