1. Is OBC & Non Creamy Layer certificate same? If not how to get both for central govt Jobs? My caste included in both Central and State OBC list in UP but not in Maharashtra (MH) Central and State list. Domiciled in MH for 30 years (Father migrated) but we are born in MH. Caste certificate will be obtained from UP as my origin, but how to get NCL and where it will be issued MH or UP, as it requires Income certificate which can be issued by Maharashtra government. Will income certificate of MH be valid in UP to make Non Creamy Layer?
