buying commercial Shop purchased purchased by seller before 1983 in mumbai slum

i am going buy commercial Shop in slum area.
seller has power of attorney (1987) to sell said property. also he has affidavit and agreement for the same year. is it legal to buy this property? any legal challenges?
i heard in Mumbai slum it is very common and you can purchase this type of property if seller has electricity bill before 2000
