To get back my certificates from college

Hello sir/madam,
I am Nowshad. I joined a engineering college and studied only for 3 months. Because my family facing some financial problems. And I asked my certificates from collage and they said that they can give my certificates only after I paying full of 4 years fees. Is they have any rights to hold my certificates and ask full fee?

A.dear client they dont have right to hold your educational documents. kindly consult with higher authority. if they didnt listen then you can take legal action against them.
