Hello, I am planning to buy a Flat, on checking thr property documents, found the land comes under SC /St allotment. Current Owner is building the flats and selling. He has DC conversion certificate. Do we need to get PTCL endorsement certificate OR can DC conversion Along with A Katha would be sufficient. pls Advise
