Flat owner not returning deposit amount Flat owner not returning deposit amount

After vacating the flat my owner is not returning the deposit amount. Here are some details regarding this:
Amount of Rent: 19,000
Amount of Deposit: 60,000
Date of licence period: 01 May 2019 to 31 March 2020
Date up to which i stayed there: 31st Oct 2020
Advance Notice given to owner: 45 days
Residential Location: Pune, Maharashtra
Owner address: Mumbai
Total due: 41000

Details:
I lived there in this flat for around 2.5 years. My rent agreement got expired in March 2020 and due to corona I was not able to renew it. I vacated the flat in October 2020 by giving prior notice of 45 days to my owner. As per society process I requested my owner to send email on society email address about No Object of vacating the flat and she did the same. After vacating the flat she started complaining about the paint and other small things and told me that she will keep 15000.00 with her for any damage recovery/ paint if required and will return (41000-15000) e.g. 26000.00. I was even ready for that but now she said that she will not return anything until I handover all the keys to her. She has also not returned the 5000.00 of her previous tenant and stopped picking his phones after vacating the flat. I have doubt that after returning the keys she may repeat same with me. On 31st October I have vacated the flat and since then I am following with her on whats-app and emails keeping society in copy but she is not replying. Few of my valuable I left there in flat only assuming that keys are with me and I will collect it from there. As i am outstation i requested my friend to go there to check and he said that my owner has changed the lock and started the renovation in flat and spending my deposit money the way she wants. It seems like now she just want to use my complete deposit money to make her flat brand new and will impose all these bills on me then. I am thinking to make a police complaint but currently i am not in Pune. Please suggest.

A.Get issued legal notice claiming refund of deposit and if landlord does not refund then file case for recovery and damages. You can also take assistance of prelitigation mediation center situated in every district court to arrive at amicable solution.
