A.Dear Sir,
You may directly approach higher police officers and update them about such conduct and ask them to keep him under suspension. You may also register a criminal complaint before a Magistrate for manipulation of public records and blackmailing you misusing his official power.

A.Hi,
The aggrieved can write a complaint of his case and send it to the Senior Officer of the police, or the Commissioner of police, or the Superintendent of police. The aggrieved may send the copy of this complaint to the Chief Justice of the High Court of that state. After analyzing the complaint if the above-mentioned posts believe the offence to be a cognizable offence, the may- investigate themself, or give directions to register the FIR and investigate the matter. A.Hi,
In case the SHO refuses to register a F.I.R. or refuses to act upon the complaint of the complainant, then as per Section 154 (3) CrPC, he/she must report to his higher officials i.e. ACP (Assistant Commissioner of Police)/ DCP (Deputy Commissioner of Police)/ CP (Commissioner of Police), regarding his inaction.
