Employer is not paying salary for last working month Employer is not paying salary for last working month

After the resignation employer is not willing to pay salary for working days in that month. The employer is also delaying in giving the certificates which employee should get before leaving the organization. What should I do?
FYI- the employee is able to fulfill only a part of the notice period.
