A.Dear Sir,
You may lodge complaint with International Police who will enquire into the matter and thereafter issue a FIR and further investigations will be held. There are several procedurial aspects which have to be complied before initiating investigation upon citizen of another Country.

A.Hello Sir/Ma'am
It would be advised to file a complaint against such unethical activities in the cyber branch of police and register a complaint there. Every state has there own cyber crime cell you could register a complaint there.
Thanks

A.Hello Client,
You need to visit your nearest Police Station immideatly and lodge a complaint against the phone no in writing.
Don’t interact with the offender furtther and immediately report the offender.
Also this comes under cyberbullying.
Recognising the intensity of the offence, the government has set up a helpline number. Anyone can call the toll-free number - 155260 to report any instance of cyberbullying
In case you want to register a cyberbullying complaint online, go to www.cybercrime.gov.in and register a complaint.
The government has also set up Cyber Crime units in most major cities. If there is a Cyber Crime unit in your city, you can approach the unit to file your complaint.

A.This matter brings in the problem and question of jurisdiction in cases of cybercrimes and cyberlaw. Assuming the wrongdoer had been in India the Indian laws and law enforcement agencies would have nabbed him and brought to the court for trial but since the perpetrator is form another country, Pakistan hence our law enforcement agencies cannot straightway go to Pakistan and arrest him.
Having said that what is the way to protect the Indian citizens from this kind of crimes. Although a bit difficult but we have to pursue this way.
You can lodge a police complaint in the local jurisdiction wherever you are and mention the gravity of the situation. The Police should immediately move an application to the magistrate court sending a notice to the Pakistan Embassy in India keeping the Indian Government in loop. The Pakistan Embassy should initiate an investigation in Pakistan through its judicial system to nab and try the culprit.
You can try for this and I hope that the government of both the countries will act together and do justice.
