Registering a plot under bmrda approved layout which is in unreleased list

Sir, Can someone register and transfer khata of a plot in bmrda approved layout and the plot is in unreleased list in the release order ?
My registration is done and ekhata transfer is also done, now I came to know that site is in unreleased list.
Kindly provide your legal opinion on this ?
