owner of a flat is not traceable.

No one had even came once in this flat from last 25 years

Actual owner of this flat is not traceable.

Electricity meter, water meter were disconnected in the year 1997 due to non payment of the dues.

Property tax is not paid since 1994.
who will be leagal owner of this flat?
can rwa takeover this flat?

A.Dear Client,
As per the facts mentioned, the flat is owned by the government as it has no owner per se.

A.Dear Client
For every property which does not have a declared owner the government becomes the owner. The RWA has to get in touch with the local authorities and apprise them of the situation so that they can take proper actions for he said property. RWA taking ownership is not a good idea and should be avoided.
