NOC on Contractual employees NOC on Contractual employees

I was appointed by an agency on contract by govt organization. When my contract was completed, I applied for an experience certificate from the agency and was asked by mail to ask for NOC from the department of govt organization. When we took the email to the govt department, they refused to give NOC so what do I do if I don't have an expeirience certificate at present?
Please guide.

A.Dear Client,
try to know the grounds for refusal to issue NOC to you by that department of government organization and deal with it accordingly.
