Cancelling kolkata real estate promoter agreement Cancelling kolkata real estate promoter agreement

I had an agreement with a real estate promotor for a property in Kolkata in 2012 to develop the building into multistory building. Since 2012 there has been no progress by the promoter, zero progress. I want to cancel the agreement now with this promoter now as other promoter have shown interest. What should I do - Do I need a NOC from this promoter to proceed ? Can this promoter harass the me or other prospective buyers in future.
