Which law states that it is not mandatory to buy gas stove with a new connection?

Is it mandatory to buy hotplates from the distributor while getting a new connection. It is not mandatory for users to buy the hotplate (gas stove) or any other items from the Distributor. Any make of user's choice will suffice as long as it bears the ISI mark.
