Relieving letter in training period Relieving letter in training period

I have worked in a private organisation for 2 months and then resigned, the resignation and early relieving date was accepted by my reporting manager but HR asked me to serve 1 month notice period, I have not signed an Appointment letter and contract of employment.
The company introduced a bond(5 years & Rs.15 lakh penalty in case of early release) after 2 months without notifying me or my educational institution during my joining, which is the reason of resignation.
Now they are refusing to communicate or provide relieving letter in my favour, I met HR and requested him to provide my relieving letter as it is necessary for my career but HR is refusing and instead threatening me that they would issue an absconding letter. I need advice and help in this regard as my new employer is asking for relieving letter.
