Stray dog issue in my society

Hi,
I am living in a multi-storey apartment in Bangalore. It has open area in one side of the building and around 4 months back a female dog gave birth to 7 puppies. Over a period 5 of them got adopted by various people but 2 of the female puppies remained un adopted. Few pet parent residents have got the mother dog neutered and now waiting for 2 female puppies to grow older to get them neutered (may be another 2 months). Now since these puppies have grown older so they are roaming freely within the society and going to the children's play area, jogging / walking tracks etc. Pet parents and dog feeders are continuously feeding them inside. It has created an atmosphere of fear among many residents and RAW is not listening on complaints as they fear of legal action. We have proposed the pet parents to feed them outside the premises and leash them near security until the female puppies are not neutered and then slowly show them the way out so that they also get adapted to the outside world. Please note that we are not at all asking for relocation of the dogs neither we are asking for any kind of harsh treatment to the dogs.
Kindly confirm if the above proposal is illegal by any means?
You may lodge complaint with Executive members of your society to initiate action in the above matter and also ask them to file representation before BBMP authorities and ask them to protect your residential area from entry of street dogs.
