Breach of agreement by automotive dealer Breach of agreement by automotive dealer

I transferred money to a Automotive Dealership but they couldn't give me vehicle in time. So i cancelled the deal and they are not returning my money due to delay. The made notarized agreement to return money in installments by April 2022 end but breached that agreement too and now since I have come to Oman for work purpose, they are purposefully not returning the money. How can I proceed in this case to get my money back?
