EWS certificate application Rejection Issue

We are a family of four( me, parents and younger brother) living in Haryana. I am currently unemployed. My father is a farmer with income around 2 lakhs p.a. and my brother(22 years old) is in Indian Air Force with gross income around 7 lakhs p.a. So family income in Family ID comes out to be more than 8 lakhs.Recently my EWS certificate was rejected by the Tehsildar for the same reason. I satisfy all other criteria for EWS certificate. From what I read, the term Family in family income includes only me,my parents and siblings below 18 years. So, am I eligible for EWS certificate or not.If yes then what should I do next because he won't accept even if I reapply.
