Phone tapping and surveillance

Hi, my phone has been tapped since more than 1 Yr.
And also I have been harrased since 2 Yrs.
Also in office and at home place.
So that I can not do police case.
Can you please help me out here.

my phone activity is under surveillance.
Everything that I surf on internet these people knows. And these guys one step further, whenever I do any activity like surfing they started harassing me like, shouting near by building, talking about my activities without taking my name below my apartment and when I checked who is talking, these people started making public, in the office and everywhere I go.
So basically they are trying to trap me by any means. When I filed RTI about these things last year, they cracked application in 2 mins. And started shouting below my apartment. They started discussing each and every line in the application in front of me by anonymous people. This activity goes for at least 6 months. So you can understand these people are connected through system also. Please tell me how to fight this
How do you know that your phone has been tapped? And if you are so sure that it has been tapped by any private party and can prove then you should go and lodge a n FIR in the nearest police station. The police will take action as per your complaint.

I went to police, but they said nobody can tap phone.
