my builder & maintanence agency are using the club house for commericial purpose

The club house are meant to be used by the members only .Sometimes, it is given on rent or other use in exchange of money. Which money is used for the welfare or the needs of such club , with the consent of the committee.

I did not get your pointvregading what type if commercial activity being done there.
But the Club house is an amenity used exclusively for the society members only. Some society levies charges for using club house faculty for parties, social gathering to be done by any member.
