A.Yes, If you have paid the course fee in advance and the institute is not conducting classes properly, you have the right to demand a refund or to have the course conducted as per the terms and conditions of your agreement with the institute.

Before taking legal action, you may want to review the terms and conditions of the agreement that you signed with the institute, to see if there are any provisions related to course conduct or refunds. You may also want to review the institute's policies regarding refunds and make sure that you understand the process for obtaining a refund.

If the institute is not responsive to your requests for a refund or to conduct the course as per the terms and conditions of your agreement, you may want to consider seeking legal advice from a lawyer. A lawyer can review your agreement and advise you on the best course of action, which may include sending a legal notice to the institute, filing a complaint with a consumer forum, or taking the institute to court.
