RENEWAL OF DRIVING LICENCE FOR A SENIOR CITIZEN WITH VISION IN ONE EYE

I am driving car and holding licence for the last about 35 years. Licence was due for renewal in Fab end. Tried to apply online but my old licence was blocked due to vision in one eye. This fact was mentioned in my renewal application five years ago. Now the RTO has asked me to get my eyes examined in terms of Gazette notification for one eyed person. To the best of my knowledge there is no gazette notification but an advisory by the Min of Road Transport and highways. The advisory is for issuance of licence subject to three conditions i.e.
(A) Visual acuity in the remaining or the better eye is 6/12 or better
(B) Horizontal visual field is 120 degrees or more on Goldman perimetry/Confrontation test.
(C) Sufficient time (6 months) has been allowed after the loss of eye/vision in other eye for the person to adapt to loss of same.
I got myself examined at Ram Manohar Lohia Hospital, New Delhi and I am having 6/6 vision in the other eye with specs. My experience of driving is long. I have never been challaned or involved in any accident throughout my life. I am informally told that the machines mentioned for fulfilment of condition (B) were stopped to be manufactured in 2005 and there is a remote possibility of any hospital having the same in working condition. For me driving licence is a necessity as I own a car purchased while in service, with bank loan and now I am a pensioner and cannot afford a driver. I have responsibility of taking my elder brother and sister in law to hospitals besides my wife. I am 66. I need proper guidance how to go about.
About the conditions to be fulfilled during the issuance of the driving license is mandatory to be fulfilled. I didn't understand your main problem. Please consult with some expert in this field.
You will get remedy only if u go to High Court by filing a writ petition seeking mandatory direction to the concerned authorities to renew your driving license.
