Plot with no conversion

I was planning to buy a land which is coming under Panchayat Katha, the layout owner is saying there is no conversion for this land.
But he paid tax and having document to build a house.
He is saying its panchyat katha so no AKatha.
Is that advicable to buy that land?

It is called B Katha property because residential sites were carved out from revenue land. You can purchase the same with a risk that you have to betterment charges at later point of time.
