Topped in govt exam but not selected Topped in govt exam but not selected

My self Kuldeep singh kumpawat, an engineering graduate preparing for govt. exam with working in pharma company.

I had applied for MP iti training officer exam. In draftman mechanical trade, there was only one vacancy in Ews category for which I was fighting.

I had topped in the trade, rankers list is also available on MPESB website. But the only vacancy in EWS category transfered to handicapped category.

Although the rules are mentioned in rulebook. But these rules are playing with all those candidate who had applied for the same post and gave their precious time for this examination.

The wrong thing throughout the entire recruitment was that vacancies for handicapped should be decide when notification release. They shift the vacancies to other seats during result declaration.

Please guide me and do something for such type of loop holes in our recruitment system.

Firstly thanks a lot for suggestion,
They had stated in rule book that one vacancy for handicapped candidate is include in 2 vacancies (01 EWS and 01 SC) and if topper of handicapped category belongs to EWS than he will take EWS seat and similarly if he belongs to SC category then he will take SC seat.
Above things are clearly mensioned in rulebook when recruitment began, even should I go to high court.

A.Dear Sir,
Seats can't be transferred during the process of selection. It seems u have suffered injustice which can be cured if u approach State Service Tribunal or High court.
