Does filing complaint at www.cybercrime.gov.in anonymously in case of nude picture viral help? They haven't ask my any info....

If not help then approach personally
There are two ways to report.
1.There is format known as Cyber crime Reporting Portal.Fill up the Form as required.
2. Report and Track
There is also a FAQ- Rad it carefully before filling up the Form.

Sir, I have already filed a complaint anonymously on cybercrime.gov.in but the thing is how will I be able to track my report as they haven't provided me with any reference number or the same, they haven't even asked for my details..

Since you have already resorted the first option means only the second one is left out for you.
Follow what is written in the website.
If not, change the law.
In that case you change the law in parliament.
Now you take the decision, what to do next.
