PMAY Validity was till : March 2021, HDFC applied my Application to PMAY on 11 May 2021

Whearas we have applied for loan & all the formality within time frame

Loan Applied date : 30 Nov 2020
Loan Approved : 9 Dec 2020
Loan Disbursed : 4 Jan 21

Question : Govt. is not releasing money and reason that is given is it was applied late, Now's whos mistake is this. Is it of HDFC who applied late or is it Govt. that is giving excuses to release funds as property registration was done before march 21
