Harassing on calls and texts

Sir once a year ago when I am feeling lonely one of my college juniors cousin texted me on Instagram and initially I did not chat properly later I spoke normally and after sometime he asked my number but I refused to give at first and then I gave it after he asking so many times.
Later we had conversations on call sometimes it was so late night.
Later I realised since I am feeling alone I should talk with him so I Told him that we should not talk and chat and started avoiding him. Then he started calling continuously for sometime from different numbers and also texting me to talk to him and meet him. Now I am unable to control this mental torture. He is moving smart for 2 to 3 days he will do like this and later again after a month or so he will again start texting this is being repeated from so long. I know I had spoke to him in a way that when I felt lonely that time he starred texting me so I was like when he don't text me I texted him what happened why r u not talking to me OK if u don't Want to talk don't talk in this way so.. I know even my mistake is there so can you help me with this
