Locker is on joint name me and my x husband and locker was unopreted so bank broke locker and took stuff in his custody now to give stuff back bank is asking noc from my x husband but he is not giving last 8 years what to do

If your joint locker with your ex-husband was unoperated and the bank broke the locker and took custody of the contents, they may require an NOC from your ex-husband before returning the items to you. A.Dear Madam,
You have to file a petition before the same court which has given divorce to you. If your husband does not cooperate then court has powers to direct the bankers to hand over the stuff to you.
