Request for Clarification Regarding Patta Name Transfer

I hope this email finds you well. I am writing to you in a state of confusion regarding the process of transferring patta name in Tamil Nadu, and I am hoping you could kindly clarify my doubts.
I recently purchased a piece of land in Virudhunagar and the patta was still in the name of the previous owner. With the help of the TamilNilam portal, I applied online for the patta name transfer and uploaded all the necessary documents. I also paid a fee of Rs. 60 and received an acknowledgement document from the portal.
However, to my surprise, I received a call from an officer at the Taluk office, who asked me to come in person. Upon my visit, they asked me to pay Rs. 4000 as fees (I did not receive any receipt or proof of payment) and submit additional documents. After much hassle, I was told that the patta would be ready for me in two weeks, which I received with my name on it.
I would like to request your kind assistance in clarifying my doubts regarding this process:
What is the entire process behind the patta name transfer? I am lacking proper guidance in this regard.
Is the fee of Rs. 4000 legal or was it a bribe?
I am sorry to bother you with my queries but I am in great need of clarification and guidance. I would be grateful if you could help me with this matter.

You have to contact a local advocate who will sort out your problem. It has become public corruption as public servants contacting the public directly to pay the bribe. You may lodge complaint with the concerned authorities.
