Bhudhan land issue.

5 acres of bhudhan land allotted in Ibrahimpatnam ,Ranga Reddy district to my aunty a social worker in 1974,some dairy related activity done earlier in that Land , now vacant but still in her hold ,paying related taxes etc. Now can she get NOC from govt telangana and any development can be done on that land on sharing basis with developers.please let me know how to proceed to get permission. Please note more than 45 years completed and can she deserve right to do the above mentioned activity.
