A.Dear Client,
SPIO stands for STATE PUBLIC INFORMATION OFFICER and belongs to the State Govt. Offices/establishments, CPIO stands for CENTRAL PUBLIC INFORMATION OFFICER and belongs to the Central Govt. Offices/establishments. With the enactment of RTI Act, 2005, all the public authorities including the State Govt and Central were cast with an obligation of provocative declaration under Section 4(1)(b) of the Act to publish within 120 days of enactment of the Act the names, designation, address, contact number of all the designated Public Information Officers(SPIO & CPIO) and the First Appellate authorities either through public circular or uploading the details in their official website for wide circulation among the public so that public/citizens can exercise their right and sought the information as defined under Sec.2(f) of the Act from the concerned Public authorities. The first Application seeking information from the designated SPIO or CPIO is made under 6(1) of the RTI Act, 2005 along with an application fee of Rs.10/- payable by IPO to be drawn in favour of the AO of the concerned Public Authority. Even if a citizen sends an application seeking information wrongly to a SPIO or CPIO who is not relevant to the information sought, as per the mandate of Sec.6(3) of the Act, the said SPIO or CPIO should forward the application to the concerned Public Authority for providing information to the applicant citizen. An appeal against the unsatisfactory reply of SPIO/CPIO or for non-receipt of reply within 45 days from the SPIO/CPIO is required to be filed within 30 days before the First Appellate Authority(FAA) under Sec.19(1) of the Act. and on receipt of an unsatisfactory reply from FAA, a second Appeal under Sec.19(3) of the Act is required to be filed within 90 days before the State Information Commission or the Central Information Commission as the case may be. Hope the matter stands clarified

A.Dear Client,
Each public authority must designate a PIO at every administrative unit or office under it to provide information to citizens under the RTI. The process of designating such officers is on and, by October 12, 2005, a PIO must be in place in almost all the offices of the public authorities. SPIO are state public information officers and are to be in every state and CPIO at central level
