Not getting No dues Not getting No dues

My employers are forcing me to make documents from back dates when I was not even appointed. I did resign, but they are not signing my no dues form, if they don't I won't be able to join other institution. Can they do so?

A.Dear client
It appears from the attitude and activities of your employer that they are engaged in unfair labour practice.

Reach out to the office of concerned office of Labour Commissioner with your appointment letter and all other relevant papers that prove your complaint against employer or visit the office of Chief Inspector Shops and Establishment if your employer comes under the purview of them for redressal of your grievance.
Hope the steps may work.
